The Evolution of Hotels and Guesthouses in Ghana

Since President John Kufuor’s administration (2001–2009), Ghana’s hospitality sector has experienced substantial growth, largely driven by private investment and foreign development. The government has shifted away from direct hotel management, while the Ghana Investment Promotion Centre (GIPC) Act has fostered private enterprise.

In Accra, iconic hotels such as the Mövenpick Ambassador—rebuilt on the site of the original Ambassador Hotel, established in 1957—have been transformed into modern 5-star destinations, reflecting the resurgence of the private sector.

In the Volta Region, this period has witnessed a steady rise in small-scale private hotels, guesthouses, and eco-lodges, particularly around attractions like Wli Waterfalls, Keta, and villages near Lake Volta. Many of these establishments remain simple, family-run operations focused on eco-tourism and cultural visitors.
